요약
지금까지 우리나라의 재난관리서비스에 대해서는 주로 공공부분에서 담당 해 오고 있으나 공공부분(정부)의 힘만으로는 재난관리를 효과적으로 수행하는 데는 그 한계가 있을 수밖에 없다. 그러므로 유관기관, 시민, NGO, 기업 등 다양한 기관 및 단체가 다조직의 협력체계, 즉 재난관리의 효율적인 거버넌스체계가 이루어져야 한다. 본 연구에서는 재난관리, 거버넌스 등의 개념을 탐색적으로 살펴보았다. 재난관리의 효과성 영향요인을 실증적으로 분석한 결과 모든 종속변수가 재난관리 효과성에 중요한 영향을 준 것으로 나타났으며, 의용소방대, 유관기관 협력, 자원봉사, 시민의지지, NGO 네트워크 순으로 영향력이 있는 것으로 나타남.
Abstract
Till now disaster management is limited to be performed usually by the government. However, government has its limits to carry out disaster management effectively. Thus, diverse organizations and groups such as related agencies, citizens, NGOs, companies, are required to be formed as a multi-organizational cooperation system that is governance of disaster management. This research deals with concepts of disaster management, governance. Therefore, this study presents that effective disaster management plans such as citizens' support and cooperation with related agencies, forming professionalism and active cooperation with disaster management between volunteering and volunteer fire department and well-organizing NGO network, by minutely understanding the concepts of disaster management, governance and others and also positively analyzing influence factors of efficiency of disaster management.
